PUBLIC DEBATE ON MONTENEGRO'S ECONOMIC REFORMS PROGRAM 2024-2026

The Ministry of Finance has initiated a public debate on the Draft Economic Reforms Program for Montenegro covering the years 2024-2026. This crucial program serves as a roadmap for the country's economic policies and reform management, playing a pivotal role in the EU membership negotiation process. The public is invited to participate in this discussion until December 31, 2023.

The draft program comprises three key chapters: the macroeconomic framework, fiscal framework, and structural reforms. The latter has already been shared with the European Commission for evaluation. The economic policy measures outlined in the draft aim to diversify economic activities, enhance competitiveness, build resistance to external shocks, maintain macroeconomic and fiscal stability, improve the business environment, and kickstart a robust investment cycle.

Projections for the period 2024-2026 indicate a targeted economic growth of 3.2%, boosted by structural reforms with an estimated quantitative effect of 0.3% of GDP. The fiscal framework sets a goal of achieving a primary budget surplus in 2026, maintaining an average budget deficit below 3% of GDP over the next three years. This involves implementing fiscal consolidation measures to enhance income and curb "unproductive consumption."

To enrich the quality of the document, the Ministry of Finance encourages the public to contribute their proposals, suggestions, and comments. Interested individuals can send their feedback to the Ministry at ivana.radojicic@mif.gov.me.

As part of the public discussion process, a Round Table is scheduled for Thursday, December 14, at 11:00 a.m. The event will take place at the Hilton Hotel, Bulevar Svetog Petra Cetinjskog 2, Podgorica. This round table provides a platform for an open dialogue between the public sector and all interested stakeholders, fostering collaboration towards a more robust and inclusive economic reform program.
