This comprehensive two years project was done for the needs of the Ministry of Finance of Montenegro. The project had four main parts: i) qualitative analysis of regulation, ii) analysis of public spending, iii) estimation of the grey economy and iv) quantitative analyses of the fiscal policy.
Under the project a set of laws was analysed and recommendations for the changes prepared and submitted; eight detailed analytical reports on public spending on national and local level were prepared; desk research, filed survey (based on sample of 1500) and filed research (sample of 100 street and market sellers) were conducted in order to estimate the level of the grey economy and fiscal sector econometric model was created
