Founded in 1998 by Professor Veselin Vukotić, the Institute of Strategic Studies and
Prognoses (ISSP) envisions an open market society characterized by a high level of economic,
political, and individual freedom. As the first independent economic think tank in Montenegro,
ISSP boasts two decades of experience in conducting high-quality research and analysis.
It's also a scientifically accredited research institution recognized by the
Montenegrin Ministry of Science.
ISSP is renowned not only in Montenegro but also in the wider region, recognized as a
pioneering institution for setting the agenda in advocating reform and facilitating the
communication of economic and social change through data, analysis, and publications.
Our work spans a multitude of areas, including economic growth and development, labor market
and social policy, business environment and digitalization, demographics, migration, gender,
education, and skills.
Our research methods, which encompass surveys, in-depth analysis, policy analysis,
and economic modeling, provide a platform for constructive debate. This enables government
entities and the business community to make well-informed decisions grounded in unbiased,
thoroughly researched data. Furthermore, ISSP's surveys and national and regional seminars
