This project gives an answer to the question "What economic system should Montenegro have in order to increase economic efficiency and living standard of its citizens?" The document starts with the premise that Montenegro is on the historical cross road which should be used for the overall transformation of the society and espacily in economics, in order to catch up with the development of the civilisation. From that perspective the document gives recommendations for major reforms that's should be implemented in the area of monetary policy, fiscal policy, privatisation, overall legal framework, statistics etc.
