The European Social Policy Network (ESPN) was established in July 2014 on the initiative of the European Commission to provide high-quality and timely independent information, advice, analysis and expertise on social policy issues in the European Union and neighbouring countries.
This analysis provides an overview of the national/subnational measures aimed at supporting low-income people in accessing essential services (access to water, sanitation, energy, public transport, digital public services and financial services). It also delves into the national/subnational policy frameworks, ongoing and announced reforms.
