The European Training Foundation (ETF) has published Skills and Migration in Changing Labour Markets: Research Evidence for New Policies and Actions, bringing together research on migration and skills from across Europe and neighbouring countries.
Among the contributions is the chapter From Emigration to Immigration? New Mobility Patterns in Montenegro, authored by Iva Vukčević, Research Associate at the Institute for Strategic Studies and Prognoses (ISSP).
The chapter examines Montenegro’s evolving migration landscape, highlighting the country’s transition from a predominantly emigration country towards increasingly diverse mobility patterns. It explores recent trends in labour migration, entrepreneurial mobility, remote work, and foreign residence, while emphasizing the importance of strengthening migration data, evidence-based policymaking, and institutional capacities to better understand changing labour market dynamics.
The publication was presented during the ETF Research Forum on Evidence-Based Policies on Skills and Migration, held in Brussels on 9–10 June 2026, which brought together researchers, policymakers and international organizations to discuss the role of research in shaping skills and migration policies.
